HM Government of Gibraltar is concerned with the growing proliferation of unauthorised advertising banners being displayed across Gibraltar, particularly on roadside railings and other items of public infrastructure.
These banners, often installed without the necessary permissions, can have a detrimental effect on the visual amenity of the urban environment, contribute to clutter in public spaces, and in some cases pose a distraction to road users. The Government is concerned that their unchecked display undermines efforts to maintain a clean, safe, and orderly public realm.
HMGoG wishes to remind all businesses and individuals that the display of advertisements, including banners, requires prior advertisement consent from the Development and Planning Commission. This ensures that signage is appropriate in scale, design, and location, and does not adversely impact the character of the surrounding area or public safety.
Advertisement consent applications must be submitted via the E-Planning portal ( https://tpbcforms.egov.gi/ ). Applicants should ensure that all required information is provided at the time of submission and are advised to allow a minimum of four weeks for the Development and Planning Commission (DPC) to consider and determine the application. Applicants are encouraged to contact the Department of Town Planning and Building Control if they require further advice and guidance.
In order to address the current situation, HMGoG will begin enforcement action with immediate effect. Any unauthorised banners currently in place must be removed by their owners within two weeks of the date of this notice. Following this period, Government will arrange for the removal and disposal of any remaining unauthorised banners without further notice.
This action is being taken in the interests of Gibraltar as a whole, to protect the quality of its streetscape, ensure public safety, and promote a consistent and well-managed approach to advertising.
