The Government Has Responded to Concerns Raised by Glacis Estate Residents

HM Government of Gibraltar rejects the suggestion that concerns raised by residents of Glacis Estate in relation to the construction works at the former Bayside and St Anne’s school sites have been ignored or neglected.

The Housing Department, working in strict liaison with the Environmental Agency, has responded immediately to each and every complaint received. A maintenance team is present on site and continues to address issues as they arise, including measures intended to mitigate dust, noise, fumes and other disruption associated with the works.

Regular contact is also maintained between Glacis residents and the contractors so that concerns can be raised directly and addressed as quickly as possible.

The Government fully recognises that major construction projects can cause significant inconvenience to those who live nearby. Residents are entitled to expect that their concerns will be taken seriously, that appropriate mitigation measures will be put in place and that contractors will comply fully with the standards expected of them.

The Government is firmly on the side of residents in ensuring that this happens. It will continue to monitor the situation closely and will hold the contractors to account wherever the required standards are not met.

At the same time, it is important to place these works within their wider community context. Different parts of Gibraltar will, at different times, experience disruption from projects that are fundamental to the progress of our community and to the delivery of better public services. This requires patience, cooperation and solidarity across Gibraltar, alongside a clear obligation on Government and contractors to minimise the impact on those most directly affected.

The redevelopment of these sites enabled the construction of two brand-new public schools, Bishop Fitzgerald and Governor’s Meadow, providing modern educational facilities for Gibraltar’s children. The premium paid by the developer funded the full cost of one of those schools and approximately half of the other, with the Government making a comparatively small additional contribution to deliver two new schools for the community.

This was therefore not development for development’s sake. It was a project that helped secure important new public infrastructure for the benefit of the community as a whole.

The Government also takes issue with the characterisation of Glacis as a “forgotten estate”. Glacis has been earmarked for the installation of new lifts and was the first Government housing estate to have CCTV cameras installed for the safety and wellbeing of its tenants. These measures demonstrate the Government’s continuing investment in the estate and its commitment to improving the quality of life of the residents who live there.

The Government will continue to work closely with residents, the relevant departments and the contractors to ensure that complaints are addressed promptly, that effective mitigation measures remain in place and that every reasonable step is taken to reduce disruption while these important works are completed.
