Following the launch of the Residential Parking Scheme (RPS) Zone 3 on 26th June 2018 and the scheme going live on 11th September 2018, Government are informing the public that the amnesty period which began on 11th September 2018 will conclude on Sunday 30th September 2018.

As from 1st October 2018, vehicles without their RPS Zone 3 permit will be liable to be issued a Fixed Penalty Notice (FPN). The implementation of designated residential parking zones aims to provide residents of the area with an improved chance of parking whilst still supporting the needs of visitors and commercial activity in those areas through part time parking that are evenly distributed throughout the Zone.

The success of the RPS will rely on effective parking enforcement and will be regularly patrolled by Parking Management Officers (PMO’s). The Residential Parking Scheme will also indirectly tackle the issue of derelict vehicles on the public highway in view of scheduled, regular street cleaning campaigns, which will result in better management of existing on-street parking stock.

Residents within the defined zone, known as Zone 3, were invited to apply for permits as from the launch date (26th June 2018) and can still do so through the offices of Gibraltar Car Parks Ltd. Eligible applicants will need to provide proof of residence within the Zone, a valid MOT certificate (if applicable) and the Certificate of Vehicle Registration (Logbook), together with proof of identity.

Further details and the application form is provided within an information booklet, which is available at Gibraltar Car Parks Ltd, situated at their offices at Unit 99, Harbours Walk, The New Harbours, Rosia Road. The information booklet and application forms are also available for download on the HM Government of Gibraltar website on:

Government are reminding the public that pockets of part time parking are available, which addresses the needs of visitor parking to the Zone. A supplementary sign below the standard Zone 3 sign stipulates part time parking hours, which is available for all to use. After the specified timings, these parking bays revert to Zone 3 residential parking. These Part Time parking locations can be found at:

  • Rosia Road (along New Harbours)
  • Rosia Road (along the Anchorage)
  • Rosia Road (by Parson’s Lodge/ Nelson’s View) South Barrack Parade
  • Rodger’s Road (by St. Joseph’s Church)
  • South Barrack Close
  • South Barrack Road
  • St. Bernard’s Road (by Mount Alvernia)

Zone 3, similar to previously launched zones, will be regularly monitored to see how it performs. The intention of the RPS is to make the lives of residents easier with respect to increasing their chances of finding a parking closer to home while at the same time trying to accommodate visitors and commercial vehicles, who also need to access the same.
