The Gibraltar Regulatory Authority (“the GRA”) will today introduce new complaints procedures and an accompanying on-line complaint’s form that will allow complainants to submit the necessary information required for the purpose of investigating breaches of Codes of Practice in television and radio broadcasts.

"With these new procedures, our aim is to encourage and ensure that all television and radio services comply with the broadcasting standards and provide adequate protection to their audience from the inclusion of offensive and harmful material.

One of the main reasons for reforming the way complaints are handled is to streamline the process, as well as simplifying how to lodge a complaint. Whereas complaints are a very useful source of information for our regulatory work, the GRA will check that complaints are motivated by genuine concerns and are substantiated. Failure to provide sufficient information may hinder an investigation and prevent the GRA from effectively concluding the complaints procedure. It is important that the on-line complaint’s form is used appropriately and that the required information is submitted for the information to be registered as a formal complaint.

The GRA may launch investigations on its own initiative as well as investigate complaints. The procedures involved in a complaint-led investigation and a GRA initiated investigation are the same and can be found in our “Procedures for the Handling of Complaints”.

These procedures shall apply to broadcasters of television services as well as broadcasters of radio services in Gibraltar."
